This is a foul.
LEGAL SHOT DEFINED:
To play a legal shot the player must cause the cue balls initial contact to be with an on ball and THEN must either...
(a) Pot any on ball or balls (see rule 6b) OR
(b) Cause the cue ball or any object ball to contact a cushion.
